The NHAPS data are available from several sources.
The EPA makes the NHAPS data available through their CHAD application,
University of Maryland makes the NHAPS data available in ASCII format, as well as supplying an online codebook.
Dr. Klepeis has created an R Package that conveniently contains the NHAPS data, along with questionnaires and codebooks.
